The online apps are pretty self-explanatory. Most app have menu options to shrink a PDF. There is typically a dialog box on the page where you can either upload your file or simply drag your file into that box. Be careful as you scroll around on the different pages as they will contain a lot of buttons, text boxes and such that are ads and not part of the actual website apps. The web app itself is generally safe, but it is the paid for apps by other companies being displayed on the page that can get you into trouble. The ads are placed on these pages to help with the costs of web hosting but the web code comes from the ad purchaser.

If you are frequently finding yourself having to manipulate PDF files, such as with editing pages, sort order, reducing file size, and such, I would recommend the purchase of a good PDF program.
